Breanna Hedland has owned Rock Paper Scissors, a hair salon near Duluth’s NorShor Theater, for 3 years. Since the Norshor Experience strip club opened there in 2006, Hedland says she’s seen a big difference in some of the downtown clientele.

“Just the people that hang around down here late at night,” she said. “We have to keep the door locked sometimes. The class of people has changed.”

But the NorShor Experience will soon be parting ways with the place it’s called home for four years. The Duluth Economic Development Authority plans to purchase the NorShor Theater, and the Temple Opera building next door, for $2.6 million. And once that sale is final on May 14th, the NorShor Experience will no longer be able to operate there. Other businesses on this block will stay put. But DEDA is hoping to breathe new life into the historic theater. Duluth Mayor Don Ness says the agency plans to restore it at a cost of $4-5 million.
